Subject: Matter of approving the appointment of traveling teachers for teaching work on honorarium basis.

(2) The number of this office is Pashini K-Niti-2021 / 9082-9167 dated 24/12/2021.
With reference to the Department of Education regarding the above subject, a plan has been introduced by the Government to conduct teaching work on honorarium basis till the vacancies of sanctioned teachers in the government and subsidized primary schools run by the District / Town Education Committee of the State are not filled till the vacancies are filled regularly. Pursuant to which, from the reference-2 letter of the education department, for the current academic year 2021-22, approval has been given for the appointment of qualified teachers on honorarium basis per hour. Pursuant to which all the districts were instructed to submit the demand form for filling up the traveling teachers given in the letter of reference-3 of this office. Considering the demand form received from the districts, within the limit of the grant sanctioned by the education department, according to the attached Annexure-1 to 2, the district wise traveling teachers are allotted. Within the limits of district wise allotted traveling teachers, the District Education Officer, District Primary Education Officer / Govt.
Important Link--
1. When appointing traveling teachers in vacant primary schools, it will be seen that the number of teachers recruiting as per the setup approved as on 31/08/2021 will not increase.
2. At the local level, the head teacher of the school will have to decide on the appointment of a senior teacher of the school and a traveling teacher jointly by the school management committee.
3. In schools run by the District / Town Education Committee where there is currently a school with one teacher, if another teacher is to be met, then in case such schools have to be given priority in the selection for the traveling teacher.
4. Mathematics and science teachers should be given priority in upper primary schools.
5. Candidates with prescribed qualifications will have to be appointed for the vacancies of Std-1 to 5 and Std-6 to 8.
6. In which schools of your district are the approved traveling teachers appointed as per Annexure-1 to 3? Its school wise list has to be collected from district level and submitted to this office in hard copy and soft copy by 15/03/2022. While submitting the list, the accompanying grant request form and certificate should be submitted by the District Education Officer, District Primary Education Officer / Govt.
7. No leave or exemption may be given to the traveling teacher in the ongoing academic work.
8. The educational work of the regular teacher / class is handled by the traveling teacher. All the work other than the academic work of that teacher class will have to be done by the head teacher.
9. Considering the number of students in Std. 1 to 5 schools, if the number of students is up to 60, maximum one traveling teacher should be appointed.
10. In the subsidized primary schools, the ratio of teachers per class has been fixed.
11. Do the traveling teachers do a good job in the appointed school? Appropriate arrangements should be made by the District Education Officer, District Primary Education Officer / Govt.
12. No written order shall be made to assign the work to the traveling teacher.
13. As per the conditions of the Resolution dated 20/12/2021 of the Department of Education, there is no TAS system, there is a maximum daily honorarium of Rs. Will have to pay.
14. The traveling teacher will have to work for as many days as the educational work of the children is going on in the primary schools and he will have to pay the salary for the working days.
15. Allocated monthly salary amount from district level due to traveling teachers From the school level it has to be paid to the teacher only through RTGS and its details have to be submitted to this office by the concerned district officer.
16. In addition to the above conditions, the provisions and conditions of the Resolution dated 21/12/2015 and 20/12/2021 of the Education Department and other resolutions from time to time shall be complied with. 17. As per the rules under this scheme, the concerned officer should be vigilant about the appointment of traveling teachers and payment of honorarium. Also, if any administrative or legal question arises in the future due to its occurrence, the entire responsibility will be on the concerned officer.

Hence the certificate is given that, out of the total .......... traveling teachers approved by the Office of the Director of Primary Education for the year 2021-22 in the Government Primary Granted Primary Schools under the control of the office here in the Lower Primary Department (Std-1 to 5). ) ....... and in the upper primary department (Std. 6 to 8) ............ traveling teachers together to appoint a total of ........... traveling teachers came. I have verified this myself and it is known that the number of teachers does not exceed the approved setup of 31/08/2021.
